Pamela Ford-Dickerson

Pamela Ford Dickerson, General Manager of General Contracting at First Choice Construction, is also the Principal and Founder of Public Procurement Partners, LLC (P3), a Washington, DC-based procurement consulting firm established in 2018. With more than 20 years of executive leadership in municipal government, Pamela has directed procurement portfolios exceeding $900 million, led multi-divisional teams, and served as a trusted advisor to elected officials and executive leadership across multiple jurisdictions. Her extensive public sector experience strengthens FCC’s general contracting operations, particularly in navigating complex procurement processes and delivering compliant, high-quality projects.

Her career includes senior roles as Director and Purchasing Agent for Prince George’s County, Maryland; Deputy Chief Contracting Officer at the DC Office of Contracts and Procurement, where she carried unlimited delegated contracting authority; and Deputy Chief Procurement Officer at the DC Department of General Services, where she managed a $60 million delegated contracting authority over a capital construction portfolio averaging $350 million annually. Through both her leadership at FCC and her firm, P3, Pamela continues to advise government agencies and small businesses on procurement modernization, contract compliance, and strategic sourcing. She holds a Master of Science in Government Contracts from George Washington University and a Bachelor of Science in Business Administration from Winston-Salem State University.
